Quality over volume,
always

Boutique Construction and Development Ltd operates at the intersection of design ambition and commercial rigour — delivering residential and commercial schemes that are considered, durable, and market-ready.

Founded in the late 1990s, BCD was built on a straightforward conviction: that smaller development pipelines, properly resourced and personally directed, consistently outperform volume-driven models on quality, margin, and reputation.

Operating across London and select regional markets, the company has accumulated a diverse portfolio spanning boutique residential conversions, mixed-use schemes, and bespoke hospitality fit-outs. Every project carries the director's direct involvement from acquisition through to handover.

BCD's approach is relationship-first. We work with architects, contractors, and professional advisers who share our standards — and we approach each site as if we were developing it for ourselves.

Boutique Scale

Deliberate project selection means genuine director-level attention on every scheme.

Legal Rigour

Director-level LLB qualification underpins disciplined contract, planning, and acquisition work.

Market Depth

25+ years of direct London market experience across residential and commercial sectors.

Dual Sector

Fluency in both residential development and hospitality fit-outs creates cross-sector insight.

Personally directed,
start to finish

Tony McKinlay brings an unusual combination of legal rigour and hands-on development experience to every project he leads. After graduating with an LLB (Hons) from the University of Birmingham in 1990, he moved into property — recognising that the most commercially sophisticated developers were those who understood contracts, planning law, and title as deeply as they understood bricks and margins.

Since 1997, Tony has delivered residential schemes across London — from individual conversions to multi-unit developments — and built a parallel track record in the hospitality sector through Towercrest Enterprises, where he has sourced, negotiated, and fitted out restaurant and bar venues in London and Birmingham.

His directorship of Bulsara Property Ltd extends this portfolio to a further strand of London residential assets. Across all three vehicles, the hallmark is the same: careful site selection, realistic underwriting, and construction quality that protects end value.

Tony leads BCD as a practitioner, not a passive director. He is present on site, engaged with the design process, and accountable for delivery.
